


Districts or schools that have evidence based practices that result in successful outcomes for students with disabilities in literacy, positive behavior intervention, and/or special education instruction are invited to participate in the nomination process using the project documents available below.

Site Visit Protocol
The Effective Practice Validation Site Visit Protocol document guides the observations of site visitors as they seek to validate nominated practices for the S³TAIR project and is shared with nominated districts/schools prior to site visits.
The underlying concepts for this observational tool are based on the work of the National Implementation Research Network (NIRN) and on elements of evidence based effective practice in the areas of literacy, positive behavior intervention, and special education instruction. This document is shared with nominated districts/schools several weeks prior to the visit, and a summary of visitor reactions is shared during debriefing meetings with the district/school staff.
The values or scores each visitor assigns to the elements are used during the consensus conversation, along with the visitors' written comments, to get a better gauge on the range of valuation expressed by each visitor.
During the visit, site visitors assess the practice in the various elements of the Protocol, assigning values to what they see based on their own perspectives. In that way, the scores help the site visitation team achieve consensus. The scores are not meaningful after consensus has been reached by the site visit team; as a result, a decision was made to present the team's responses back to the nominated district/school without the scoring elements, but with a summary of impressions, reflections, and suggestions.
S³TAIR Nomination Validation Survey
The initial step in the validation of nominated practices involves nominees completing an online survey, which captures additional information about the nominated practice. After nominees have submitted the survey, they will be contacted by phone to clarify any responses as needed, answer any questions, and provide information about the next steps in the process.
The New York State Education Department (NYSED) Office of Special Education has developed a series of standardized and research-based Quality Indicator Review and Resource Guides to assist districts in assessing and improving their use of research-based instructional practices for students with disabilities.
